Nodal Administration, Guiding Vision, and Geographic Footprint

The PM MITRA (PM Mega Integrated Textile Regions and Apparel) scheme is spearheaded by the Ministry of Textiles, Government of India. It is anchored in the Prime Minister’s “5F” vision: Farm to Fibre to Factory to Fashion to Foreign. The initiative aims to build world-class, integrated textile manufacturing and export hubs across the country. Seven mega textile parks are being developed across seven states: Karnataka, Tamil Nadu, Telangana, Gujarat, Maharashtra, Madhya Pradesh, and Uttar Pradesh. In Karnataka, the state-of-the-art mega textile park is established at Kalaburagi in the Kalyana Karnataka region. This regional hub integrates the entire textile value chain from spinning and weaving to garmenting and logistics. The centralized ecosystem substantially reduces logistics costs while enhancing global manufacturing competitiveness.

Execution Framework, PPP Architecture, and Financial Incentives

Each mega park project is executed by a dedicated Special Purpose Vehicle (SPV) jointly owned by the Centre and State governments. Development and operational management are implemented through a Public-Private Partnership (PPP) model. The Union Government extends Development Capital Support (DCS) to finance common infrastructure development. Additionally, Competitive Incentive Support (CIS) of up to ₹300 crore per park is provided to incentivize early manufacturing units. Parks provide ready-to-move plug-and-play factory sheds, dedicated power networks, and common effluent treatment plants. State governments provide contiguous land parcels of over 1,000 acres alongside external utility infrastructure.
