Commission Formation, Purpose, and Leadership

The Karnataka Government constituted a commission to formulate the Karnataka State Education Policy (KSEP). The primary mandate of the policy is to replace the National Education Policy (NEP-2020) within the state. The state-level commission was established as a high-level 15-member expert committee. The entire formulation process is spearheaded under the chairmanship of Professor Sukhadeo Thorat. Prof. Thorat is an eminent economist, educationist, and former Chairman of the University Grants Commission (UGC). The commission is tasked with restructuring school and higher education to enhance regional equity and quality. Institutional Support, Secretariat and Framework

The Department of State Educational Research and Training (DSERT) provides academic and technical support for school education. The Karnataka State Higher Education Council (KSHEC) provides institutional assistance for the higher education framework. These state nodal bodies facilitate comprehensive data collection, curriculum reviews, and consultative meetings. Administrative and secretariat assistance is directly headquartered and coordinated from Bengaluru. The secretariat manages stakeholder consultations, expert panels, and logistical operations for the committee. The draft policy incorporates regional languages, localized knowledge systems, and social justice parameters. The commission’s recommendations provide an integrated alternative roadmap for Karnataka’s education system.
